You are mostly correct. When someone is arrested and booked into the San Diego Central Jail they will need to be arraigned within three business days. Since it is the weekend and since Monday is a holiday your friend might not see a judge until Thursday. If he is a student, this means missing three days worth of class. If he has a job this would mean missing three days of work. There is also no guarantee he will be released from court. That decision is completely up to the judge. Unfortunately there is no definite answer in terms of how long he will remain in custody.
